DVC-CIL Takes 1,600 MW Chandrapura Thermal Project Forward with L&T

DVC-CIL Power Pvt. Ltd., DVCCIL is a 50:50 Joint Venture between Damodar Valley Corporation (DVC) and Coal India Limited (CIL), incorporated on 27th March 2026 to implement 1600 MW Chandrapura brownfield thermal expansion project.

DVCCIL has recently awarded Larsen & Toubro (L&T) Ltd. a Limited Notice to Proceed (LNTP) for the main plant package of its upcoming 1,600 MW Chandrapura Thermal Power Project in Bokaro district, Jharkhand.

DVCCIL’s ₹21,000 Cr Brownfield Chandrapura Expansion

DVCCIL will develop Chandrapura 1,600 MW expansion project on this existing site with an estimated overall project cost of Rs. 21,000 crore. This project consists of two ultra-supercritical thermal power units of 800 MW each (1600 MW).

Chandrapura Thermal Power Station is currently operated by DVC, and has an operational capacity of 500 MW, generated by two subcritical units (Units 7 and 8, 250 MW each). The older units, i.e., Units 1 to 6, have been permanently decommissioned and retired.

Siting this brownfield expansion at this existing thermal station will ensure logistical advantages and allow the project to leverage pre-existing power evacuation corridors. The upcoming plant will utilize the northern banks of Damodar River for water and source its coal directly from CIL’s subsidiary in the region, namely, Central Coalfields Limited (CCL).

L&T Secures Rs. 5,000-10,000 Cr EPC Contract

Under the LNTP, L&T’s business vertical, L&T Energy CarbonLite Solutions will proceed with initial engineering and procurement of long-lead items for the main plant package. DVCCIL will issue the final Notice to Proceed (NTP) upon securing requisite environmental clearance and completion of preliminary works under LNTP.

Following the NTP, L&T will undertake design, engineering, manufacturing, supply, erection, testing and commissioning of Boilers, Steam Turbine Generators (STGs), and Electrostatic Precipitators (ESPs). The company will handle all associated civil, mechanical, electrical, and control & instrumentation works.

“The LNTP for the 2×800 MW Chandrapura thermal power plant marks another significant milestone for L&T Energy CarbonLite Solutions and reinforces our position in India’s thermal power sector”, said Mr. T Madhava Das, Senior Executive Vice President & Whole-time Director, Energy Hydrocarbon, L&T.

This deployment of ultra-supercritical technology for this project will ensure a higher thermal efficiency and lower specific emissions for the Chandrapura thermal plant. This aligns with L&T Energy CarbonLite Solutions focus on providing solutions for power and low-carbon processes.

The 1,600 MW Chandrapur TPP project is expected to commence commercial operations by 2031-32.
