BPCL Plans Rs. 1.03 Lakh Cr. Greenfield Refinery & Petrochem. Complex in Andhra

Bharat Petroleum Corporation Limited (BPCL) is planning a Rs. 1.03 lakh crore greenfield oil refinery and petrochemical complex in Andhra Pradesh. This massive complex will come up at Chevuru Village, Gudlur Mandal, Sri Potti Sriramulu Nellore District of the state. Recently, Expert Appraisal Committee (EAC) under Ministry of Environment, Forest and Climate Change (MoEFCC) granted permission to BPCL for preparing Terms of Reference (ToR)* for this project.
*Terms of Reference is a document which includes detailed scope of a project with anticipated environmental impacts of the projects, which is then used for Environmental Impact Assessment (EIA).
Project Details and Employment Opportunities
BPCL’s upcoming oil refinery and petrochemical project in Andhra will have an installed capacity of 9 Million Metric Tonnes Per Annum (MMTPA). The project will be spread across 2,109.62 ha, out of which 703.34 ha will be developed as a greenbelt within the refinery complex.
The project is scheduled to be completed within a time frame of 42 months. During its construction phase, it is expected to generate employment opportunities for around 3,400 individuals. Once the refinery becomes operational, the project will create approximately 3,750 direct and indirect job opportunities.
In terms of power requirements, BPCL’s refinery will need 600 MW of electricity. Of this, 100 MW will be generated through an in-house captive power plant, while the remaining 500 MW will be sourced from the Andhra Pradesh state electricity grid.
India’s Refining Capacity to Expand 20% by 2028

India’s oil refining capacity is the fourth largest in the world, and according to a report by S&P Global dated 7th January 2025, the country’s refining capacity is expected to expand by more than 20% over the next three years. The surge is being driven by rising domestic consumption and overseas demand for petroleum products, with existing refineries already operating at over 100% capacity.
In a January 2025 tweet, Union Petroleum Minister Mr. Hardeep Singh Puri said, “By 2028, refining capacity utilization is set to grow from 256 million tonnes to 309 million tonnes”.
Nearly 58% of this growth will come from brownfield expansions, and about 18 million MT per year is expected to be added from greenfield projects by 2030, as per S&P Global Commodity Insights.
India’s Rising Oil Demand
According to a report released by AngelOne on 18th June 2025, India is projected to emerge as the largest contributor to global oil demand growth by 2030.
As per estimates by the International Energy Agency (IEA), global oil demand is expected to increase by 2.5 million barrels per day by 2030, with India alone accounting for 1 million barrels per day. India’s oil consumption is forecasted to rise from 5.64 million barrels per day in 2024 to 6.66 million barrels per day by 2030.
