Tata Power to Develop 10 GW Wafer – Ingot Plant in Odisha

Tata Power Company Limited will establish a 10 GW wafer and ingot manufacturing plant in Gopalpur, Ganjam district, Odisha. The company will invest between Rs. 6,600 crore and Rs. 6,675 crore in the project.
Tata Power’s Odisha Project to Be Developed in Two Phases
The manufacturing facility will be developed in two phases, with each phase having a production capacity of 5 GW. Construction of Phase I is scheduled to begin in October 2026, with commercial operations expected to commence in January 2028. Phase II is expected to be commissioned by mid-2028.
To facilitate the project, Tata Power has signed a Memorandum of Understanding (MoU) with Gopalpur SEZ for the allocation of 128 acres of land. The Gopalpur SEZ is developed and managed by Tata Steel Special Economic Zone Limited.
The upcoming manufacturing facility is expected to generate more than 5,000 direct and indirect employment opportunities in Odisha’s Ganjam district.
How Tata Power’s Project Supports India’s Solar Manufacturing Goals
As of 2026, India has a solar module manufacturing capacity of 172 GW. However, the country’s solar cell manufacturing capacity is only 27-31 GW.
Despite the expansion in solar module manufacturing, India was entirely dependent on imports for solar ingots and wafers, the fundamental building blocks of solar modules, until FY25. Following the commissioning of Adani Solar’s integrated manufacturing facility in FY25, India now has an installed capacity of 2 GW for ingot and wafer manufacturing, marking the country’s first domestic production facility for these components.
With the addition of 10 GW of integrated ingot and wafer manufacturing capacity, Tata Power’s plant alone will increase India’s existing domestic ingot and wafer manufacturing capacity by 500%.
In addition, Waaree Energies is also developing a 10 GW solar ingot and wafer manufacturing plant in Nagpur. The company announced the ground-breaking ceremony for the project in March 2026.
