OIL Green Energy Secures Waste-to-Energy Projects in Haryana
OIL Green Energy Limited (OGEL), a subsidiary of Oil India Limited (OIL), has signed Memoranda of Understanding (MoUs) with four municipalities in Haryana, namely: Gurugram, Faridabad, Hisar and Ambala. As per the MoUs, OGEL will undertake development of Compressed Biogas (CBG) and Waste-to-Energy projects.
Transforming Municipal Waste into CBG & Green Energy
These four upcoming projects will collectively process 5,000 tonnes of municipal solid waste per day. The facility in Hisar will have a processing capacity of 500 tonnes per day (TPD), while the Ambala, Faridabad, and Gurugram projects will have capacities of 900 TPD, 1,600 TPD, and 2,000 TPD, respectively.
To achieve this, these facilities will segregate the incoming municipal waste into three categories: recyclable material, wet biodegradable waste, and non-recyclable dry waste. Recyclable materials, such as plastic, metals, etc., will be extracted for reprocessing, whereas wet organic waste will be utilised to produce Compressed Biogas (CBG). The remaining non-recyclable dry waste will then be directed to Waste-to-Energy facilities for generation of electricity.
Collectively, these upcoming facilities are projected to generate 70–75 TPD of Compressed Biogas (CBG) and 50 MW of green power. Also, these projects are expected to alleviate the pressure on landfills.
Financing Project with 50:25:25 Structure
While OGEL has not officially disclosed the total capital outlay for these four projects, the projects will be financed through a 50:25:25 structure. Where OIL Green Energy will contribute 50% of the investment, Government of India will provide 25% of the total capital through the Urban Challenge Fund. The remaining 25% will be jointly funded by the Haryana State Government and the respective Urban Local Bodies.
Supporting Domestic CBG Production with GOBARdhan Framework
In a press release, OGEL stated that these projects are aligned with India’s GOBARdhan – National Circular Bioenergy Scheme 2026. This scheme was approved by Union Cabinet on 6th August 2026 with a financial outlay of Rs. 23,731 crore, and will be implemented from FY27 to FY36.
GOBARdhan scheme is a push towards increasing CBG production by nearly ten times over, attracting large-scale private investment, and creating a circular economy.
