Ceigall Emerges Lowest Bidder for Highway Projects in Haryana & Punjab

Ceigall India Limited, a highway construction company, has emerged as the lowest bidder (L1) for the construction work of Southern Ludhiana Bypass project in Punjab, and Jalbehra – Shahbad extension of the Trans Haryana Expressway project.

Southern Ludhiana Bypass Project and Ceigall India’s Rs. 702 Crore Bid

Southern Ludhiana Bypass Project is a 25.24 Km long, access-controlled, greenfield section of the 6-lane Ludhiana Ring Road. Tenders for this project were invited by National Highways Authority of India (NHAI) in December 2021, with a completion deadline of 2 years. The estimated cost for this project was pegged at Rs. 601.68 crore. Ceigall emerged as the L1 bidder with a bid of Rs 702 crore.

This greenfield highway project will connect the Delhi – Katra Expressway to National Highway 44. The connecting points of Southern Ludhiana Bypass on the Delhi – Katra Expressway (NE-5) will be near village Ballowal, while on NH-44 will be near village Rajgarh. Scope of work in this project involves the construction of this 25.24 Km long greenfield highway.

Southern Ludhiana Bypass project will be implemented under Hybrid Annuity Model (HAM), under which the government and the private player bear the project cost in a 40:60 ratio. The private player is responsible for the construction of the project, and post-completion, the project is handed over to the government. Subsequently, the government is responsible for toll collection, and for the payment of a fixed annuity to the private player for the contract period. This approach has been used to mitigate the risk factor in Public-Private-Partnership (PPP) highway projects.

The Southern Ludhiana Bypass project is a part of the Bharatmala Pariyojana Phase – I, under which a total of 38,400 Km of highways will be built or upgraded across India by 2027. This project is also a part of the Ludhiana – Ajmer Economic Corridor (EC-8).

Ceigall India bids Rs. 648 Crore for Trans Haryana Expressway’s Jalbehra – Shahbad Extension project

Jalbehra – Shahbad extension (NH 152G) is a 22.85 Km stretch of the 227 Km long Trans Haryana Expressway (NH 152D). This extension is 4-laned, and it will connect Ambala – Kotputli Economic Corridor to NH 44. It is a part of the Shahbad Thol Feeder Route, and falls under the Bharatmala Pariyojana Phase – I.

NHAI had invited tenders for the construction of this project under HAM in December 2021, with a completion deadline of 2 years. Estimated cost for this project had been fixed at Rs. 557.20 crore. On 17th May 2022, Ceigall India emerged as the L1 bidder for the project with a bid of Rs. 648 crore.
