Bekem Infra-DHD Infracon JV L1 Bidder for 2 Packages of Hyderabad-Panaji Economic Corridor

Bekem Infra Projects Pvt. Ltd. – DHD Infracon Private Ltd. Joint Venture (JV) has emerged as Lowest bidder (L1) for constructing packages 3 and 4 of the 273.4 km long Belgaum-Hungund-Raichur Expressway in Karnataka. This project is part of the larger 593 km long Hyderabad-Panaji (Goa) Economic Corridor (EC-10) and will be developed in Hybrid Annuity Mode (HAM)*.

Scope of work in Package 3 involves constructing a 46.2 Km, four-lane access-controlled highway from Km 89.900 to Km 136.100 of the Belgaum-Hungund-Raichur Expressway. The JV submitted a bid of Rs. 848.88 crore for this package, which was lower than the National Highways Authority of India’s (NHAI) estimated cost of Rs. 976.52 crore. Further, Package 4 entails constructing another 46.2 Km section of the same highway, from Km 136.100 to Km 182.300. The bid submitted by the JV for package 4 was Rs. 789.38 crore, against NHAI’s estimated development cost of Rs. 948.21 crore.

NHAI had floated tenders for these packages in December 2023, with a targeted completion period of 2 years.

*Hybrid Annuity Model (HAM) refers to a mode of Public-Private-Partnership (PPP) wherein the government and the private player share project expenses in a 40:60 ratio respectively. After the private player develops the project, it is handed over to the government. The government pays a fixed annuity to the private player for a certain amount of time as defined in the contract.
