BHEL Secures Rs. 6,650 Cr. Order for 800 MW Thermal Plant in Odisha

Bharat Heavy Electricals Ltd. (BHEL) has secured an order from NTPC Ltd. valued at Rs. 6,650 crore to develop Stage-II of Darlipali Supercritical Thermal Power Plant (TPP) in Odisha. This information was shared by the company in its stock filing dated 7th November 2025.
800 MW Supercritical Coal-Based TPP to be Developed
BHEL’s scope of work involves execution of EPC works for an 800 MW Supercritical Thermal Power Unit (TPU) at NTPC’s Darlipali TPP, which is located in Sundergarh district of Odisha. This entails design, engineering, and supply of equipment for this TPU. Subsequent installation, erection, and commissioning, along with concerned civil works, also falls under the scope of work of BHEL’s order.
BHEL’s work on the aforementioned TPU is expected to be completed within 48 months from the date of this order being awarded, that is, 6th November 2025. Therefore, BHEL is anticipated to commission Stage-II of Darlipali TPP by 6th November 2029.
Brief Background of NTPC’s Darlipali TPP & Local Protests
NTPC’s Darlipali TPP has two functional Supercritical TPUs, each of 800 MW generation capacity. These two units constitute Stage-I of the plant, which became fully operational in September 2021. In September 2024, NTPC’s board approved an investment of Rs. 11,131 crore for developing Stage-II of the Darlipali TPP.
Local Protests over Fly Ash Pollution
NTPC faced protests from locals regarding its plan to expand Darlipali TPP. In November 2024, Odisha State Pollution Control Board (OSPCB) had arranged a public hearing, which was boycotted by affected villagers. One of the major points of contention was the fly ash pollution, which was reportedly contaminating air, water, and land in the nearby villages. Apart from this, local employment, pending resettlement and rehabilitation issues, and overall local development were some issues for this protest.
In February 2025, locals opposed the construction an ash pond for Darlipali TPP Stage-II, blocking transportation routes to the Darlipali plant for about 14 hours. This led to temporary halt on the plant’s operations.
