PGCIL gets LoI for Rs 1618 Cr Khetri Narela Transmission Project

Power Grid Corporation of India Limited (PGCIL) has received the Letter of Intent (LoI) for development of Khetri Narela Transmission Project from PFC Consultancy Limited (PFCCL). Estimated cost for this project is Rs. 1,618 crore.

The project targets evacuation of solar power from solar energy zones in Rajasthan. For this purpose, transmission lines will be laid in Rajasthan, Haryana and NCT of Delhi. A substation shall also be developed in Narela, which is located in NCT of Delhi.

Details of the Khetri Narela Transmission Project

Khetri Narela Transmission Project is part of a larger scheme by Govt. of India, which is officially named ‘Transmission system strengthening scheme for evacuation of power from solar energy zones in Rajasthan (8.1 GW) under Phase-II’.

This scheme has several parts. Khetri Narela transmission project comes under Part-G of this scheme. PFC Consulting, the bid coordinator for this project, had incorporated Delhi-based Khetri Narela Transmission Ltd in May 2020 as a Special Purpose Vehicle (SPV) for the development of the project.

PGCIL has emerged as the successful bidder for the SPV under Tariff Based Competitive Bidding (TBCB) and was given the LoI on 28th February, 2022.

In the due course, Khetri Narela Transmission Limited will be transferred to PGCIL. The Commercial Operation Date (COD) for the Khetri Narela transmission project is 18 months from effective date of the tender.

PGCIL’s Scope of Work in the Khetri-Narela Transmission Project

Power Grid Corporation will be setting up a new 765/400KV Gas Insulated Substation (GIS) at Narela (NCT of Delhi) and 765KV D/C Transmission Lines in Rajasthan, Haryana and NCT of Delhi.

This project shall be developed by the PGCIL on Build, Own, Operate and Maintain (BOOM) basis.

Other Related Transmission Projects Bagged by PGCIL Under the Overall Scheme

Several transmission projects are under this Rajasthan specific transmission system strengthening scheme, and separate SPVs have been constituted for the development of individual projects. The bid coordinators for these projects are either PFCCL or REC Power Development and Consultancy Limited (RECPDCL).

PGCIL has placed successful bids for six out of the seven SPVs under the scheme. These SPVs are:

    • Ramgarh New Transmission Ltd (Part A)

    • Fatehgarh Bhadla Transco Ltd (Part B)

    • Sikar New Transmission Ltd (Part C)

    • Sikar-II Aligarh Transmission Ltd (Part D)

    • Bikaner-II Bhiwadi Transco Ltd (Part F)

    • Khetri-Narela Transmission Ltd (Part G)
