JSW Energy to Double Salboni TPP Capacity to 3,200 MW; 40,000 Cr. Investment

JSW Energy Limited will be doubling the capacity of its Salboni Thermal Power Plant (TPP) in West Bengal to 3,200 MW. The project will be developed in a phased manner with a total planned investment of approximately Rs. 40,000 crore.

Under Phase 1, the company will set up a thermal power capacity of 1,600 MW, comprising two units of 800 MW each. In the subsequent phase, the plant’s capacity will be further expanded to 3,200 MW.

JSW Energy’s Phase-Wise Development and Investment Plan

JSW Energy is already implementing Phase 1 of the Salboni Thermal Power Project and received the Letter of Award (LoA) from West Bengal State Electricity Distribution Company Limited (WBSEDCL) in March 2025. Out of the total investment of Rs. 40,000 crore, around Rs. 16,000 crore will be allocated for development of Phase 1 of the project.

In Phase 2, the Salboni plant will be expanded by an additional 1,600 MW, taking the overall capacity to 3,200 MW. The first phase of the project is expected to be completed within five years. However, the company has not yet disclosed the execution timeline for the second phase.

This thermal power plant will utilize domestic coal allocated to West Bengal under Shakti B (iv) policy*.

*The SHAKTI B (iv) policy, part of India’s SHAKTI coal allocation scheme, pre-declares coal linkages to states. This enables states to conduct competitive bidding for power procurement by their Discoms, using those earmarked linkages for fresh Power Purchase Agreements.

Salboni TPP in JSW Energy’s 30 GW Capacity Roadmap

The Salboni Thermal Power Project forms part of JSW Energy’s broader target to achieve 30 GW of total power generation capacity by 2030. To meet this target, the company currently has around 30 GW of power projects under various stages of development, including approximately 9 GW of thermal power capacity.

To strengthen its thermal power portfolio, JSW Energy acquired KSK Mahanadi Power Company Limited (KMPCL) in March 2025. Beyond thermal power, the company has also commissioned India’s largest green hydrogen manufacturing plant to date at Vijayanagar, Karnataka, in November 2025.

In addition to power generation, JSW Energy is targeting an energy storage capacity of 40 GWh by 2030, primarily through pumped hydro storage projects and battery energy storage systems (BESS).
