Foundation Laid for Rs. 7,230 Cr. Petrochem. Unit at Numaligarh Refinery

Indian Prime Minister has laid the foundation stone for a new PolyPropylene plant at Numaligarh Refinery Limited (NRL) in Golaghat district of Assam.

Details of NRL’s Upcoming PolyPropylene Plant

PolyPropylene (PP)* plant that will be developed at Numaligarh Refinery involves an investment of Rs. 7,230 crore and has been envisioned to cater to the growing demand for PolyPropylene in the North-Eastern region.

*PolyPropylene is a thermoplastic which finds applications in various industries. Parts made out of PP are used to make instrument panels, car bumpers, plastic packaging, plastic parts for machinery, etc.

Notably, in March 2025, Engineers India Ltd. (EIL) had secured the Engineering, Procurement and Construction Management (EPCM) contract for this PP unit from Numaligarh Refinery.

Production Capacity and Timeline

Numaligarh Refinery’s upcoming polypropylene plant will have a total annual capacity of 360 Kilotonne Per Annum (KTPA) and is scheduled for commissioning in 2028. The plant will manufacture a wide range of polypropylene grades. These include 190 KTPA of Raffia Grade PP, 90 KTPA of Non-Woven Spun Bond Grade PP, 25 KTPA of Non-Woven Melt Blown Grade PP, and 55 KTPA of Injection Moulding Homo-Polymer Grade PP.

Aforementioned PolyPropylene plant will be developed on a greenfield site located on the northern side of the Numaligarh Refinery. The site has been chosen carefully, taking into account its road & rail connectivity.

Expansion of Crude Oil Production at Numaligarh Refinery

Alongside these new developments, Numaligarh Refinery Limited is also working on expanding its crude oil processing capacity. The refinery currently processes 3 Million Metric Tonnes Per Annum (MMTPA) of crude oil, but plans are underway to increase this capacity to 9 MMTPA. This expansion project is expected to cost around Rs. 33,901 crore. By March 2025, about 75% of the work had already been completed, and the remaining portion is projected to be finished by the end of the year.

About Numaligarh Refinery Ltd.: Numaligarh Refinery Ltd. was established in 1993. It is a subsidiary of Oil India Ltd. (OIL), which owns 69.63% stake in NRL. The remaining stake is owned by Government of Assam (26%) and Engineers India Ltd. (4.37%).
