Central Govt. to Review MMRCL’s Proposal of Rs. 23,487 Cr. for Mumbai Metro Line-11

A detailed proposal for Mumbai Metro’s second underground corridor, Metro Line-11, has been submitted to Central Government by Mumbai Metro Rail Corporation (MMRCL). The estimated cost for the project is 23,487 crore.
Mumbai Metro Corridor-11: An Extension to Metro Line-4
Mumbai Metro’s Metro Line-11 will be 17.4 Km and will connect Anik Depot in Sion to the Gateway of India. This new corridor will be an extension of Metro Line 4 which connects Wadala through Thane to Kasarvadavali. Line-11 will run from Wadala to CSMT Metro (near Gateway of India), and will be the South-West extension of Metro Line 4. Whereas Mumbai Metro Line-4 is expected to be functional in 2027, Line-11 is expected to be commissioned by 2030.
Mumbai Metro Line-11 will have a total of 14 stations, namely CGS Colony near Wadala, Ganesh Nagar, BPT Hospital, Sewri, Hay Bunder, Coal Bunder, Reay Road, Byculla, Nagpada Junction, Bhendi Bazaar, Crawford Market, CSMT Metro, Horniman Circle, and SPM Circle, which is located near the Gateway of India.
This project is going to require 22.7 ha of land, where 20.35 ha are owned by the government and the remaining 2.36 ha is private land.
MMRCL has approached the Japan International Co-operation Agency (JICA) for the loan part of the project.
Once the central government approves the project and the loans are finalized, the tenders for civil works and construction packages will be floated. Additionally, MMRCL had invited bidders in October 2025 to appoint an interim consultant for the project. Last date to submit bids under this tender for selecting the interim consultant is 4th December 2025 and the bid opening date will be 5th December 2025.
The selected consultant will play a vital role in finalizing alignment of the station locations, performing surveys to check the soil and ground condition for the route, preparing preliminary designs for tunnels and stations, and planning logistics for traffic diversions and muck disposal. The consultant would also manage the process for rehabilitation and resettlement of project-affected persons (PAPs).
Relief for Commuters and Better Connectivity
Mumbai Metro’s Line-11 will run beneath teeming areas like Wadala, Byculla, Nagpada, Bhendi Bazaar, Crawford Market, Horniman Circle, and the Chhatrapati Shivaji Maharaj Terminus (CSMT). This project will connect areas that are far from suburban railway stations. The planned Anik Depot metro station will include a multi-level depot. The depot will be for BEST bus operations and will also act as a maintenance facility for electric buses. This shall help with better inter-modal connectivity, which will significantly reduce travelling time and will ease the current congestion in these suburban areas.
